If he didn't marry her under the circumstances which are staring back at him, then he would have taken the initiative. But he's messed up big time by forcing her into this marriage and after he's realized his mistakes, he has by default put Pallavi's feelings before his. We all know he fell in love with her and yesterday's eagerness to hear her speak those words was evidence of this. But he needs to know where she stands and without that, he will not tell her how he feels about her and I think this is due to his fear of hurting her again by saying or doing something that she doesn't like.

But I think now he already knows how she feels, even if she didn't complete it. He should just take that risk and get their ball rolling. I think with Mandaar's entry, things may heighten for these two. Just hoping he doesn't chose the route of self sacrifice and this is where Pallavi's feelings come into play. She has to insist that she wants Raghav and no one else. But for Pallavi to say this, she also has to get some assurance from his side. This is the right time to bring their feelings out in the open.

yea but after they confess and all problems are solved, then Mehndi Hai Rachne Wali will run its course. This story was about an arrogant man and a young widow and how they find love in each other. Once this happens, then really, there is nothing left to show.

I hope they take it at a good pace, I'm not eager to see their confession yet.

Raghav wont be confessing first seeing that it was he who forced Pallavi into marriage and he would think he is forcing her to say I love you with his confession.
