Violence is unacceptable and working conditions are untenable for Drs and healthcare workers but as stated in the post there is one Dr in India for every 11,000 people. So, horrible for patients as well. The healthcare system is over burdened and many people have no access to it and when they do it's not much. It's a ripe atmosphere for anger, frustration and sadly violence.
