I think it means they are not what they seem to be

jitna wo upar dikhate hai, Usse double zameen ke neeche i.e they hide more than what they show to the outer world. so one has to be very careful because they don't give away much

it basically means a person is way deeper than what means the eye, by deep we can mean anything like resourcefulness or richness or bravery or any other positive negative trait. basically jitna ek insan pretend kar raha hai usse jada valuable hai vo.
