There's a difference between letting her go and giving up on her. He can let her go but still wait for her to maybe come back to him one day, without forcing her. That's different from just surrendering in life. We know Raghav has been fighting against obstacles for so many years, and has come out on top, but this one time if he decides to give up on her, he will have given up a part of his soul. He will be finished.
