I don’t think it’s the college documents that convinced him but rather the admission of the guy that he was bribed to show Virat fake documents when he comes seeking these documents. Yeah, that is something I also thought first, but then I thought being an ACP he mustn't have believed just one person's statement and that to0 who is switching statements. That same person gave him the fraud docs before and now he is giving something else saying someone bribed me the first time. And the proof is that he took a picture.

I would have expected Virat to go further and ask for a CCTV footage to make sure Omi kaku was present that day when this picture got taken. But I did not even get that!!! What kind of a shoddy investigation does he conduct each time?

All this makes me feel he must be demoted!!! :D
