No, I don't think she has any connections to them.

From what I was able to make out, she has always been after money, that's why she wanted to marry Malhar and that's why she married Kaka. And her brothers are only petty criminals/gundas that help her do her diety work. She just kidnapped Atharva cause she didn't want the family to know that Malhar was alive and on a mission. So she has no connections to the terrorists.
