I think he is

attached to her (result of dependancy plus caring plus habit - the way we get attached to a pet or a neighbour’s child),

admires & respects her (fundamentally but doesn’t yet trust her fully),

feels responsible for her (heightened by his saviour complex)

and has now become aware of her attractiveness as a woman.

All of this still doesn’t amount to ‘being in love’ though it amounts to his loving her in his own way (apnapan). If he was heart-whole at the beginning he would almost surely have fallen head over heels in love with her by now. But 3 things come in the way - vahini vaada baggage, seeing Sai as a young dependant, and the daily family tensions. The first one is slowly receding. The second needs a zor ka jhatka like the separation. The third is actually in a way also throwing them closer even as it keeps challenging them.

The vaada isn’t relevant anymore, he’s forgotten about it himself, he told Pakhi in clear words a few episodes ago, “I have no feelings for you and never will”

Waada is non-existent for Virat. It exists only for Sai and in Pakhi's delusional head. I do believe he has hopelessly fallen in love with her and now is getting attracted to her as well.. There is always some sort of longing in eyes.. a longing to be touched.. a longing to belong and a longing to hold a position in her life.. Also a longing to have some haq on her..

He is emotionally attached to Sai ❤️❤️ if he is already in love with Sai or not depends of what is love with respect to everyone 😉😆

One more option should be, he is getting there 😊

But the promise was he will never let anyone in his heart as soulmate.. when the day Pakhi married to samrat he would have come out of that delusional pyaar as he doesn't want to keep that feelings in his heart otherwise it will be like cheating his Bhai... But he was still firmly thought he won't let anyone else also in his heart.... He has come out of that but he himself doesn't acknowledged.. the day he officially breaks vaada with vahini will be the day it officially ended for him...
