No there will be some real ones too, but Retweets when you open you don’t see all and lot of Handles which has no DP or random DP with new accounts with 0 followers or 5-10 followers will have too much engagement which cannot happen on real trends! Real count will be very less and that’s why Twitter keeps cutting counts but position is stuck as they would have paid for the position for certain hours so it doesn’t go down from the spot even though speed is less until the time doesn’t end 😆
