It's because Rubina fans are so huge in numbers, that her fans splitting votes to Abhinav + Abhinav's own fans + Jasmine's image being tarnished post Rakhi bullying fiasco helped him to stay.

Abhishek should be on No.2 position na. Best ever contestant in the history of the show😆

Rakhi is getting her returns by constantly keeping the audiences entertained👍🏼She's going to be in the Top 3 for sure.
