I think barring Shubh Mangal Zyada Savdhaan every film rereleasing is already on television.

It doesn't have to do with whether a film has already made it's way to TV or streaming. Theaters aren't releasing direct to OTT films because they don't want to reward films that skipped a theatrical run - even if realistically producers didn't have much choice financially.

Khaali Peeli is still releasing in theaters. Above mentioned OTT films can release too. It's just these four multiplex chains not releasing OTT films. There are other theaters in India.
