Yes, that seem to be the current strategy of Bollywood. The lesser known but better actor will have much less screen space but would still make their presence felt and scream that Bollywood is an equal opportunity employer. While the starkid will bask in the box office and critical glory of the movie as she had the maximum screen time.

Don't be too sure. She had 2 back-to-back disasters, Kalank and Sadak 2. Though the latter was OTT and there is no yardstick to gauge success or failure, the backlash against the film definitely created a negative vibe.
