Well Kangana shouldn't have made that statement bringing reference to POK. This could have been said in different way since this could have ended up being controversial(which it has) and actual intent would have been lost(I hope not).

Having said that , No one has right to ask Kangana, not to enter Mumbai , current Government or minister or mumbai police doesn't own state. It is for people. India is democratic country n everyone has right to put forth their opinion n criticism of government/police if they find their functioning flawed. So this bullying by powers of Maharashtra is nothing but again their display of gundagardi. They are only damaging their image further which needs immediate resuscitation.
