No. Only the State High Court or Supreme Court can do that. But the Central Government can put a request to the HC or SC to get the case transferred from State to the CBI, giving reasons for why they want to do so.

Most likely, yes. It doesn't take very long for the case to get transferred from State to CBI, unless the State decides to object and fight it back. Most of the controversial cases in the past, where cases got transferred from State to CBI, it was the State itself that requested the transfer. In the Aarushi Talwar Murder Case, it was CM Mayawati who requested CBI to takeover the Case from UP Police.

I have immense hope from Republic. They have put forth many proves. Media has unimaginable power in any country. Mumbai police n Maharashtra govt is really in fear that's why they are not even trying to hide their incompetency.
