But how is it humanly possible to not discuss if everyone knows all the questions? N you have to constantly monitor all the CCs. Its better if only 2 members participating get the questions and they have the option to ask help for any 2 questions.

Sharing all the questions beforehand with house (regardless of no discussion).. isnt it a loophole for cheatint ?

If that's how they want to do it then absolutely. I'm going to also rely on the Prefects to implement the rules. That's why I assigned Prefects.

It could, but if you as a Prefect implement no discussing, then it's only sharing. Everyone can get a view into the questions that way.

But this is totally up to the representatives and Prefects. I just left it open so that no one feels like they have to keep secrets.
