Kangana Ranaut (erroneously not included in this list by TM).

She almost always does the same $hit in each of her movie, has terrible dialogue delivery even after gazillion years in the movie industry, is a giant credit-hog, and has an overall $hitty personality offscreen. in other words, Kangu devi is the dictionary definition of "over rated".
