Streaming success is based on content - positive reviews and WOM. It’s a hit if it’s a hit with the audience, lots of people watching it and liking it. The ones you mentioned aren’t.

But do they release the numbers like how many watched it to call it a success ?

If it stars your favourite actors or you liked the film then it's a HIT otherwise FLOP.

Sometimes the platforms release numbers if some big milestone is hit but otherwise not really.

You come to know by word of mouth. And the reviews. There is such thing as a top 10 on Netflix, most popular etc..But you just come to know

I don't think so but I believe its based on no of searches, streaming & downloads of the said series or film, they then promote & rank the series on their channel & also google trends

The company says an account is judged to have watched a TV series if it has viewed at least 70% of one episode of a season.

for instance - The third season of “Stranger Things” was No. 1 among all series releases in the U.S. and No. 2 on the list of all 2019 releases, behind the Netflix original movie title “Murder Mystery.” That was no surprise as Netflix executives have cited “Stranger Things” as one of the service's top-performing titles.

There is no measure, audience would think the movie which generaated more articles, good reviews, award buzz is successful but only platforms know what works and they won't release it.

That said , some third party tries to reveal streaming number , most watched this week etc. And Mrs serial killer type movies all are always in list.

This makes sense. This is probably how they measure it. No of views and a particular percent of the runtime that was watched.
but watching only 70percent of 1 episode to be counted as watched an entire season doesnt seem right. Everyone who starts a show will watch the 1st episode or part of it to decide if they want to continue.

This kind of vague measurements will leave scope for the service to manipulate/fake promote the content.

Going by the criteria some of the members mentioned earlier, I guess Bulbbul could be considered a hit or does it take more time to truly judge whether it’s a success or not?

I don't think there is any official records, although I remember seeing some twitter handle sharing something like Housefull 4 was the most watched in Hotstar, but as I said those are not official, and can be probably made by some Akki fan.
