What he said was not wrong, was it? Vibhishan did betray his brother. But he did it because of dharm and morality and stuff. So, can he be excused? Did he do the right thing or wrong? I'm confused.

But as far as I understand ur every action is evaluated in life no matter what reasons led to those actions. The reason I feel so is because of Yudhisthir deceived Drona by lying about Ashwatthama. He too was doing it for Dharma but it was still considered wrong and he did go to hell for the same reason. Maybe same way even though Vibhishan did for Dharma but him betraying his brother will be considered wrong.
