~General Clauses Act, 1897, Section 3, clause 42 defines person to include any company or association or body of individuals, whether incorporated or not.

It includes citizens and foreigners.

It comes with criticism but the rest of the world is also toughening up on immigration, be it U.S. Europe, Australia, etc. It seems discriminatory and Islamophobic for India to have this act but the neighbouring countries are built on the 'two-nation theory'. Do Hindus, Sikhs, Buddhists and Jains often migrate to Pakistan, Afghanistan or Bangladesh? Well, no one's expecting an ideal situation but at least the influx migration to India could be sustainable.
