Depends on how you see it. Bipasha's songs of Omkara are filled with innuendos. Given the background of the film and Bipasha's role, it won't be surprising if Gulzar meant it that way. Since this and beedi jalaile both are double meaning songs. Beedi jalaile is more straightforwardly about sex than namak isq ka though.

I think if there was more awareness about rape in our country and laws were really strict then BW people would think twice before normalising raping scenes or cracking jokes on it. And it's not even limited to BW, every other stand-up comedian cracks jokes on rape. Their content comprises of periods, Hindi slangs/gaalis, rape jokes, some more gaalis aur bas ban gya stand up comedian.
