Sorry if this has been discussed already. But Vicky won for Uri which was released 11th January 2019. Whereas Manikarnika was also released in January 2019 (25th) so does that mean Kangu was "snubbed". Isn't it supposed to be films released in 2018 only. Criteria skewed..?

In order for a film to enter the race for National Film Awards, it is supposed to have received its certificate from the Central Board of Film Certification (CBFC) from January 1 of that year till December 31. Fortunately for Uri, it received its certificate on December 31,2018, making it a eligible for the National Awards this year itself.
