Speculations were rife that they would. I guess they thought it would be too extreme, even for them, to split a state into 3 in just 1 go. Although both are UTs here and not full-fledged states so the complexity would be a little lower.

Its still better. The main power lies with centre under ut. So no mehbooba mufti type domination by kashmiri parties.
