What I understood from the dialogue was he meant to say, he CAN buy women (who are bikau ofcourse) to have fun, if he wanted to. But he hasn't acquired P for that.

The scene you have written down in your post, is not what they are showing. This is not about women empowerment or rights. Two people who are not in good terms are trying to hurt each other, Mr. Bajaj's intention is to hurt Prerna, I do not think it was implied that he bought her. Prerna asked him not to touch her and he told her that if he wants to have sex, he can have more beautiful girls than her.

The scene was about Prerna and Bajaj's denial or lack of interest in consummating this marriage.
