They declined an Olympics performance invite so they can definitely decline on scheduling or resting grounds. Everyone knows they are still in the middle of a tour resting. But I think it's because of Ivanka( not wife, his daughter) that exo has been invited. She's apparently an exol.

Don't know about her being an exol but the president of korea likes them alot and invited them b4 too in other important events.
