You mean they will decide the readership based on the content of the comments to know that the readers are honestly commenting based on their understanding and perception of the story?

NO issues. This will make the readers more cautious in commenting on the blog. Will bring in genuine thoughts on the chapters, I think

I am not sure I understand. Content of what? The stories or comments? Does this mean they will make the blog restricted? What will that achieve?
