I don't think anyone ever can beat what Maa Santoshi did in 1975, as far as small budget movies are concerned.
Made in around 5 lakhs in those times, it made over 5 crores.

I read about Maa Santoshi, but I have doubt on how deserving that was. I haven't given it a try though as it's clearly not my genre. But this one, ⭐️ 👏 It has my boy in it too.
