Actually I think the paps that used to chase people have greatly reduced in number in the western world. India never had those kinds of paps in the first place.

Nowadays it's mainly celebrities that call the paps themselves and set up the photo ops. It's people like the Kardashians and Jenners and other starlet types who are okay with it and want the attention who set it up themselves. That's why it's always the same set of people putting out pics everyday. Sometimes it's so obvious they are in cahoots because the pap photos are photoshopped and cleaned up to make the celebs look better. For example, on the rare occasion that someone like Kim Kardashian is spotted by a pap she didn't organize herself, she looks totally different from the flattering pics the friendly paps release.

This is good in a way because people that don't want this kind of attention now mostly get left alone.
