Rest- I guess Ishwari is not helping anyone - neither Bhaiya nor Vicky. She very well knows that vicky is useless .. If the same situation would have arise before Sona comes into Dev's life, am sure Ishwari would be first one to support Dev's decision of training Vicky first.

As far as I can understand Ishwari wants to convey the message to Sonakshi - that she ( Ishwari) is still has an important place (one and only one) in Dev's life and she is one who can rule his mind while making the decision. 😃
