I don't think it's anyone from the family - it can't be Rudra since the whole story revolves around the three brothers and their relationship(s) and quite frankly, I don't think the audience would like that. I doubt it's Priyanka; it could be an unexpected twist but... na, I don't think so.

It's most likely someone from outside who has a grudge against the Oberois (could also be some sort of family relative bearing hatred for them). Shivaay seems to be the main target so far, either because he's the one out of the three brothers who's involved in the business or because whoever the enemy is, they have a grudge against Shakti (he does seem to be carrying guilt with him from a past action) or simply because he's the oldest. It is also possible that Tej's affair is involved, in one way or another.
