ISI is Pakistani intelligence agency just like in India we have Raw, so I think ISI wud be allowed to move freely in Pakistan. The thing is that Yusuf and Lala are not even ISI. They are Jaish. Lala was ex chief of ISI and present leader or Jaish. They belong to the militant group. Their must be some pressure over military, government and ISI due to which Jaish has been kept operative otherwise see Yusuf in his urge to avenge Naaz he killed his own countrymen and caused so much damage to life and property of his own country.. Lala must be a powerful man otherwise their is no reason Yusuf must not be convicted... I guess Lala might have helped them is some way as well...
