Well, if we go based off of what Sartaj himself has said, then the answer is that he's afraid of hurting Harleen. But if we go off his actions, he's threatened by Harleen and her strength. It's the part of him that says the man should be the provider. Or at least not just sit at home and do nothing. I think he feels really useless right now. He wants to help and prove himself, but it hasn't been working out, and he takes that out on Harleen. He sees her as successful and capable and the son, and that bothers him a lot.
As for the chauvinism, I don't really sense that. If he was a chauvinist, he would think that he's superior, and I get the exact opposite vibe from Sartaj. He has an inferiority complex because of his idea of gender roles. Until he learns that he doesn't have to prove anything to anyone (including himself), he won't let himself get close to Harleen.
