I'm sure it's allowed. I have not been active for a few years now, but I remember receiving links from people on my "buddies list" to check out certain forums, their signature gallery, or their fan fiction. One time I even received a PM to comment on a topic. 😆 As long as you're not constantly spamming people, I think it's okay to send a group PM saying "Join the Neeli Chhatri Wali" forum. Also, having advertisement siggies available for those people who are members of the forum already is not a bad thought either. Most of the time people are active on multiple forums, so it helps spread the word.
