There is no particular mindset, various people have various strategy.
I personally have always been interested in Computers, so I was fixated on CSE. I could have gotten a better college if I took some other branch, but I didn't. I can compromise on college, but not on branch.
But there are other students who have no such preferences. So, they will try the best college they can get, no matter the branch. A friend of mine did it.
Then there are people who choose based on job market, or whether they want a government job or something. They base tehir branch on that. Some have location preferences, some might want to attend a college closer to home, etc.
So broadly you can say 3 categories. Fixated on branch due to interest, doesn't care what college. Fixated on college, doesn't care what branch. Will compromise on either college or branch, based on current job trend.
One important thing which can solve Rocky's jeopardy. Most colleges have an option where the students who are in the top of their class are offered a choice to change the branch after first year. Many students do this if they can't get their preferred branch in preferred college, they take something else, work hard and stay in top and get their branch changed.
