I agree Moni and Chandu as of now he is shown as dumb ML so we can think it was such a stupid plan to trap rudra. even if Rudra was after naagmani how rocky was planning to protect shivi 😆 by fighting with IC naag. infact instead of NM they should have find a sapera to capture naag. that would have little logical plan.
