The others above are right. It's most probably either Sesha (chances are less; she needs the Naagmani to be with Rocky since she's a naagin) or some new entry.
If Rocky knows everything and is the mastermind controlling everything then he is aware of Shivangi having a partner in Rudra and that Rudra keeps an eye on everything. So just in case he is being watched, he shows himself overhearing so that there won't be a question of how he came to know.
IF Rocky is a villain, then he won't be outed for many more weeks. They will lull the audience with more Rocky saving Shivangi and building her trust and showing their unwanted forced romantic scenes. Only when the audience is secure in Roshiv will they throw the googly that he is the actual mastermind.
Although, I really doubt the writers are smart enough to throw that curveball at the audience. More than not Rocky is just a bechara showpiece with nothing to do in the show.
