the way i understand micheal was falling for her but the writer's focus was always betty and armando's relationship so they really did not explore that angle.besides michael was in for a short period(he was instrumental in her makeover and making her feel more confident in a very impersonal kind of way.nobody ever guesses that michael is genuinely interested in betty, everybody simply assumes that she is his pet project.) and betty was head over heels in love with armando so she never gave him any access to her life or heart and was quite vocal about it.
