One of the reason could also be that

Maharashtra Election result would be declared on 23rd November, so a lot of things would be happening in Mumbai, so they aren't doing it in India.

Riyad have better Facilites for Overseas VIP,

They have hugh area for their private jet with proper advance security Plus this auction will be one of bigger koz next 3 years will be no auction.It could be last 3 days instead 2.
