I use to have those too... I have wide hips and to top that off I had love handles..basicallt I got rid of mine when I lost more than 25 pounds in the last 2 years... if you're looking to do specific excercises try :
side bendes with weights ( bending side to side with a weight in the hand your going down with )
this is what worked best for me, but remember it cant be done alone you have to eat healthy and excercise aswell!
