I am not too sure but I'd say how vigorously you do the two exercises. Maybe you CAN loose weight but not as fast as if you'd exercise properly (like in a gym or something).

20 mins walking up and down the stairs definitely gonna tone your thigh muscles.. but to lose weight....i'm not sure.. do you want to lose weight fast?
You will surely lose calories by walking stairs and doing generally walking around. But if you want to lose weight I think you should also take up some exercising at the gym and a healthy diet.
