Why the Change of Plan?

i feel GuNi want to give Bali of Bhakti after Kunal-Bhakti marriage and than Vishaka will be married to Kunal...but if this is so why can't GuNi tell this truth to Vishaka?

and why they have choosed Bhakti...a priest's grand-daughter jab ke Kunal gets out-of-control when he gets near any mandir or puja paat, so kya kisi puja paat wali larki se shaadi karwana bhi plan mei shamil hai?
