Kaku is kind of responsible for spoiling Samrat, Virat and Sai's life along with encouring Pakhi and spoiling hers too.
If she put a stop on day 1, didi would not have such courage to openly show such love for Virat.
She knows, but her hatred for Sai is more than the vile behavior of Didi for now. Maybe she will realize her fault when Samrat returns.
