I'm confused. Is Sarpanch higher than the post that Gulguli has? If so, why did Sarkar used to call himself bhagwan/ruler when he wasn't even the one with the most authority? Why didn't he ever want to become Sarpanch? Plus I thought Panchayat and Sarpanch were elected.
