I don't know. Maybe I read too much into the scene. But it was like there was this anger first that Avi reached out to Dev and then an understanding that Dev is really close to Avi because of the relief that came across Dev's face and his dialogue in the previous scene that once they find Avi Narvekar is free to arrest Dev if he wants. A relief was there in his expressions.
