Even in UK - It rains quite heavily once the crackers have been set off the night before on Diwali time and for Guy folks. Diwali is tmrw the 11th right? Actually today I have heard no fireworks go off in my area tonight.
Diwali is tomorrow on 12th. Today is Choti Diwali.
Yes, people especially kids do have fun with crackers. Pollution here in North India has many other big causes other than crackers. Banning crackers to control pollution is like putting on a band-aid, hoping it will cure Cancer Besides cracker bans don't work. The bursting of crackers has gone down significantly, but tomorrow people will bust crackers to their heart's content.
