Because wearing gown, top n skirts, frocks, coat, trousers, shirts is western fashion so they want something new.

But we copy western fashion so it's new to us.

They don't copy other culture's fashion so they try to reinvent their fashion

There is a difference - in my mind - about 'just' fashion and artistic fashion (artistic work with clothing)...
