She has been acting crazy for a long time and increasing in frequency and violent tone, it is a shame that people like her have no family that cares enough to get them mental help. Even if everyone has certain inalienable rights at least sounding the alarm on people like her is a lot of help to society at large. What if she really does harm any child?
