When United Nations talks about 'transgender' rights, they do not mean transsexuals only.
Laxmi Narayan Tripathi is a 'transgender' rights activist and has been a United Nations member FOR GOD's sake. That means, by your logic, she is an activist only for transsexuals, which is ironic when she herself isn't transsexual.
Please, re-check some facts before calling an entire govt "wrong".
Many governments across the world do not EVEN recognize alternate sexualites, and some of them even criminalizes them, let alone having a definition for Transgender or gay or whatever.
This all confusion is due to pop culture, where the world "Trans" only reminds people of like Caitlyn Jenner, which is unfortunate because everyone should be aware of these basic definitions of alternate sexualites.
Again, ideally the identities should not be bracketed together.
But they were probably bracketed to let awareness takes precedence over definition, considering so many countries still have a long way to go.
