I think at the very least she is engaged to Shekhar, or in the process of getting engaged Mages. Otherwise it makes no sense why she would be so torn on the outside. Internal conflict is a different thing. She can be conflicted over what she feels for Shekhar while she loves Amar, but it seems kind of dramatic and unrealistic to grab other characters and cry to them about your love triangle if there is no true obstacle standing in your way other than your own messy heart. We are assuming that both Shekhar and Amar are noble men and they are not trying to fight over her.
The only explanation I have for Gurudwara scene is that she is getting engaged, or has been engaged. Now she is telling Amar that no matter how much she loves him there is someone else in her life. And then Shekhar comes and it is an awkward moment. I think he used to be friends with both of them and he is most likely somewhat apologetic for the situation (the fact that she is tied to him now) and that is why Amar says that it is neither of their faults. Amar can only say that line when he is either trying to make Shekhar feel better, or when he is trying to stake a claim saying well yeah I was gone, but now I am back and my disappearance was not my fault. I think the latter would mean he is kind of a jerk, which I don't think he is. So I am going with the first.
As for the scene where she asks if Shekhar or Amar will tell her who to love, this is more wishful thinking on my part. I am hoping it is the end scene where she tells him that he can't tell her who to love because she loves him. Because again if in that scene Shekhar is not telling her to love Amar then the alternative option is that he is telling her to love him. That again seems like a selfish jerk move, and I don't think he is that.
