A state is divided into districts, a district is sub-divided into Blocks.

but you can research it online, I am not much of an expert in indian civic system😉

Yes BDO is Bloack develpment officer . A state is divided in district n district is divided in blocks . n a BDO is controller n main offcier under whom a block is there .
