The thing is if they let her in despite NOT being a biological/genetic female, that leaves room for more exceptions later on. They can't please everyone. Male to female at 12? Okay fine. What about drag queens? What about cross dressers who are physically male but feel totally female inside? They have to draw the line somewhere. It might seem unfair but it is ethical. So I understand why they cannot make an exception for her.
After a gender assignment surgery a person is officially considered to be biologically of the 'changed' gender. Cross dressers and drag queens are biologically male and male identified.
I'll agree there is a line to be drawn, but the question arises where do we draw the line. Is the anatomical and biological present what we consider or what they were born as. Legally and medically M2F transition is considered as being a female. The pageant is being unfair by pulling out the was a male clause.
The line is also always not correct. Like we had the case of Caster Semenya who failed the gender test. There are many cases like XYY and other sexual development disorders where a female fails a gender test. These lines unfortunately don't often consider biological development and change, but more of a social perception of what male and female ought to be.
