IndiaForums was using a “Global Announcement” / “Global Announcements” section by late 2005 (public posts from December 2005 explicitly mention a “global announcement”); there are continuous examples through 2006–2011 and a formal “Guidelines for Global Announcement Topics” thread that dates to the early 2010s.

A thread page showing a user saying 'There is going to be a global announcement soon' with an edit timestamp of 2005-12-01, concrete evidence the feature/term was in use by Dec 2005.

A post referencing an IF Development Team Award (2006) that says an Admin “put up a post in the Global Announcement Section regarding Awards for the year 2006,” which confirms the Global Announcement section existed in 2006!

“Post Questions, Take part in Contests!!!” — an Astitva ek prem kahani thread where the moderator sree writes: “We have made a Global Announcement asking members to post Questions.” The page is timestamped ~20 years ago (≈2004–2006 range), showing GAs being used by staff then. India Forums

Global Announcements were in use on India Forums by at least 2006, with multiple references indicating earlier usage. The exact launch date can only be confirmed by India Forums administrator Vijay.
